By-Laws

2:01 DISTRICT PLAYING LEAGUE MANAGEMENT
2:01:01 Each member League shall appoint its League Representative and an alternate to
each Division (one representative for each Division: Competitive, Class III and Class IV)
that their League wishes to participate in.
2:01:02 The District Playing League Manager shall be appointed by the District V
Commissioner. A manager may be removed by two-thirds vote of the District V Board, notice
of intent to remove shall be to the District Playing League Manager and/or District
Commissioner 45 days in advance.
2:01:03 The Managers of the District Playing League (Class I, II, III, IV):
Shall be responsible for the District Playing League, to schedule
and regulate the inter-league competition. Shall supervise any Standing Committee(s)
which shall handle all necessary activities involving this competition. Shall be
responsible for reporting to the District V Board and District Commissioner.
- Shall be a signature on all District Playing League financial accounts. All moneys to be
reimbursed for Playing League expenses must come from the District V Treasurer. Proper
reimbursement request form, with receipts must be submitted within the appropriate time
frame (within 90 days of expense).
Shall work with the District Referee Administrator to enhance the
officiating level.
- Establish a Protest, Appeals and Disciplinary Committee which shall consider all
pertinent information arising out of an appeal or disciplinary action. The Chairman of
this committee shall be appointed by the District Commissioner.
- Be familiar with, interpreting and enforcing the Constitution, By-Laws and Rules and
Regulations of the District Playing League and all applicable rules and regulations of the
association with which the District Playing League is affiliated.
- Establishing a common set of administrative rules for all teams registered to the
District Playing League and presenting such changes such changes to the District V Board
for their approval.

- Shall, from time to time, present to the District V Board for review, temporary rules or
regulations for specific cases or occasions not provided for in the Constitution, By-Laws
and Rules and Regulations, but which are deemed necessary, by the District V Board, to
carry out the objectives of this District Playing League or to comply with the rules of
CYSA, USYSA and/or USSF.
- Determine the divisions and placement of teams and scheduling the play for the various
age groups for which they are responsible.
Receive information and documents from the coaches directed to the
District Playing League unless specified otherwise.
- Reschedule postponed games if required.
2:02 MEETINGS
2:02:01 Each District Playing League Manager shall be responsible for conducting their
respective meeting.
2:02:02 Meetings of each Division shall be held as follows: June - Start Up (coaches
packets disseminated); October - During Season; and December - Wrap Up. The same type of
meeting schedule will hold for the Winter Season, meeting schedule to be determined by
consensus of members.
2:02:03 The agenda for meetings shall be as follows:

2:02:04 At all meetings of the Divisions, the
quorum is as established by the District V Board by June 1 of the current year.
2:02:05 Rules of Order: Roberts Rules of Order shall be deemed as adopted at all
meetings of this District League, insofar as such rules are not inconsistent with or in
conflict with the Constitution, By-Laws, or Rules and Regulations of this District League
or of any organization with which the District Playing League is affiliated.
2:03 PROTEST AND APPEALS
2:03:01 Only violations of the Constitution, By-laws or Rules and Regulations of this
District Playing League and misapplication of the "Laws of the Game" shall be
deemed appropriate subjects for protest and appeals. The parties involved shall have the
opportunity to present their case.
2:03:02 Protest and appeals are to be submitted in writing and delivered to and
received by the chairperson of the PAD Committee within 72 hours of the cause; the fee of
$50.00 must accompany the protest or appeal and will be returned if the protest or appeal
is upheld. Any decision of the Committee may be appealed to the District V Commissioner
and then if necessary to CYSA per its procedures.
2:03:03 With respect to protests and appeals, no person may invoke the aid of the
courts without first exhausting all available remedies within the appropriate soccer
organization throughout our affiliation.
2:04 DISSOLUTION
2:04:01
Should this District Playing League be dissolved, all
assets remaining after payment of all debts shall be distributed to District V.
